Intelligence Report.

Conference of three military governors has now

terminated and only definite result is increase in sach

of their respective spheres of influence and of their

joint hold over so-called Central Government. Thus

by mandate of May 30th military governor of Fengtien (inspector-general of Manchuria) is made commissioner of Mongolia and given control of three special territories of Jehol, Suiyua and Chahar for ostensible purpose of effecting pacification of Mongolia, By

mandate of May 25th military governor of Shen-si is

removed to make way for nominee of military governor

of Chih-11 (inspector-general of Chih-11, Ho-nan and Shantung). Military governor of Hupei (inspector- general of Hupei and Hunan) has secured recognition

of his predominant position on Yangtze.

Jointly the three military leaders have secured control of two revenue-handling Ministers of Finance

and Communications for nominees who are expected to

abstain from interference with military expenditure
